PUBLIC DISORDERLY INTOXICATION (9/28/10)
At 2:14 a.m., two officers noticed four people causing a small disturbance outside the Pub House Bar on Cherry Road.
Sometime later, the officers observed the same people in the Alumni parking lot being loud and causing another disturbance.
When the four people saw the officers approaching them, they proceeded to walk toward Myrtle Drive, behind Dacus Library.
As they attempted to walk away, one male had difficulty walking straight. The officers noticed the man stumble and then fall down on the sidewalk.
One of the officers notified another reporting officer of the four people’s direction of travel.
Upon arriving at Myrtle Drive, the reporting officer spotted the four people behind Dacus Library. The officer noticed the same man who had had trouble walking before stumbling again, while the other three people were being loud and boisterous.
The reporting officer, along with another officer, approached the four people and smelled a strong odor of alcohol coming from the stumbling man.
The man had difficulty standing and had to steady himself against the reporting officer’s patrol car.
The reporting officer placed the man under arrest.
The other officer on the scene approached the other three people and checked each of them for active warrants.
The York County Sheriff’s Office indicated that one of the males had an active warrant. He was transported to Moss Justice Center in York.
Because the three people had already caused multiple disturbances and had known gang affiliations in York, they were placed on trespass notification.
PUBLIC DISORDERLY INTOXICATION (9/26/10)
At 1:30 a.m., a reporting officer found a male in the parking lot of the Winthrop Operations Center who was lying on his back and seemed to be unconscious.
The officer approached the male and woke him up. The officer observed that the male had slurred speech and smelled strongly of alcohol.
The officer concluded that the male was drunk and placed him under arrest. The male was issued a trespass notice from Winthrop University and was transported to Rock Hill City Jail.
POSSESSION/CONSUMPTION OF LIQUOR UNDER 21 (10/01/10)
At 11:10 p.m., an officer noticed a vehicle driving around Winthrop Lake after hours. The subject advised the officer that she was there before dusk, but the officer stated he did not see her car when he cleared the lake at closing.
While speaking with the subject, the officer saw a brown paper bag in the back seat. The subject admitted to having alcohol, and pulled an open bottle of Captian Morgan’s Rum from the seat.
She also pulled an open container of Amaretto from the passenger floor board.
After checking I.D.s of both the driver and passenger, the officer found the passenger was under 21. He admitted to have been drinking.
The driver admitted to providing alcohol to the passenger, and was issued a citation for open container and transferring liquor to a person under 21.
The passenger was charged with possession/consumption of liquor under 21; both were short form released.
D.U.I/CONSUMPTION OF ALCOHOL UNDER 21 (10/03/10)
An officer noticed a highly intoxicated male subject walking to his car at 2:12 a.m. on the above date, and advised dispatch the subject nearly fell twice.
Once the subject started driving, the officer followed behind and noticed the subject was swerving into the left lane and making wide turns.
The officer signaled the driver to pull over and asked the driver if he had been drinking. He said he had not.
The officer observed a heavy smell of alcohol coming from the subject’s mouth while speaking, so he gained permission to administer standardized field sobriety tests.
The subject could not follow the officer’s cues during the Horizontal Gaze Nystagmus test and repeatedly swayed back and forth.
The driver could not walk toe-to-heel during the second test and had to use his arms to balance, falling off the line several times.
Instead of taking nine steps, as the officer advised, the subject took 15, turned around, and took 14 more.
The subject could not stand on one leg, and fell many times during the test.
The driver was placed under arrest for D.U.I. and was transported to Rock Hill City Jail, where he refused to give samples for testing.
An underage female passenger was in the back seat of the vehicle, and when asked if she had been drinking she said she had not.
The officer then advised her she was going to be breathalized, and she again stated she had not had any alcohol.
The test showed the subject had alcohol in her system, and she said she did not understand the question asked her before.
The female was arrested and transported to the Rock Hill City Jail as well.
