<p>&nbsp;</p>
<p>Around 3 a.m., an officer pulled over the subject for driving without headlights. According to the police report, the officer came in contact with the odor of marijuana when he arrived at the vehicle. The subject appeared impaired in her speech and looks. The police report states the driver then searched a long time to find her driver license.</p>
<p>The officer then asked the subject to get out of the vehicle and go to the rear of the car. The officer performed sobriety tests on the subject. The subject failed each test. After denying it a few times, the subject admitted to smoking marijuana earlier that day.</p>
<p>According to the police report, the officer found four bottles of Tussin cough medicine in the vehicle, three of which were almost or completely empty. The subject advised she had taken a 1/2 bottle of cough medicine. The subject was arrested for driving under the influence and transported to the Rock Hill Law Center for testing, according to the police report. The car was towed and other passengers were released to their parents. A breathalyzer and evaluation confirmed the subject was under the influence of the marijuana and cough medicine. A urine test was submitted for SLED testing and the subject was booked into the jail.</p>

<p>An officer pulled over a vehicle for not having on its headlights. While getting the driver’s information the officer noted a strong odor of marijuana coming from the vehicle, according to the police report. The driver was asked to step out of the vehicle and to the rear.</p>
<p>According to the police report, the officer then frisked the suspect for weapons, but noticed no smell of marijuana on the suspect’s clothing. When the officer asked about the smell, the driver stated the smell was coming from his clothing and that there was no marijuana in the vehicle.</p>
<p>The report states that the officer then asked to search the vehicle. The subject replied he could not. The officer advised the driver he could search the vehicle due to probable cause because of the strong odor. The officer proceeded to search the vehicle in which he found a cigar containing the marijuana under the driver seat. The subject was arrested and transported to the Rock Hill City Jail, according to the police report.</p>

<p>&nbsp;</p>
<p>A parking enforcement officer was writing a parking ticket for a vehicle in front of Joynes Hall when the suspect, a Winthrop student, approached the officer. According to the police report, the suspect claimed he was not a student and was moving the vehicle for a friend. The suspect advised he did not have his driver license on him and instead showed the officer an old military I.D.</p>
<p>According to the police report, a reporting officer overhead the suspect’s name on the radio and advised she had knowledge that the suspect’s driving privileges had been previously suspended. The suspect’s license status was ran, showing that the suspect’s license was indeed suspended. According to the police report, the suspect was also wanted out of Greenville County for two counts of assault and battery and one count of failure to appear to Greenville County Police Department.</p>
<p>The dispatch confirmed the hit and Greenville County advised they would extradite. The suspect was transported to the Rock Hill City Jail where a hold was placed, according to the report.</p>

<p>On the date noted above an officer responded to a call referring to a vehicle being hit in the Stewart House gravel lot. When he arrived on the scene he came upon the victim, a Winthrop student.</p>
<p>According to the police report, the victim stated she parked her vehicle in the lot around 5:30 p.m. and returned approximately two hours later to notice substantial damage to the passenger side rear fender.</p>
<p>The officer checked the surrounding vehicles but was unable to detect damage from any cars in the immediate area. The officer concluded that the vehicle responsible had fled the scene, according to the report.</p>

<p>Petty Larceny, resisting police</p>
<p>&nbsp;</p>
<p>An officer responded to the Winthrop Bookstore about a larceny. According to the police report, a bookstore employee advised that the suspect came in the store with two books to sell but was only able to sell one. The witness then observed the suspect walk to the shelf, pick up a Sociology textbook, worth approximately $140 and walk towards the front end of the store. A second witness was able to relate to the officers that she saw the suspect walk in the store with two books, attempt to sell the books, and then leave with two books. However, she was unaware the suspect sold one of the textbooks she entered with, and so believed the suspect to be leaving with the same books she came with, as stated in the police report.</p>
<p>According to the police report, after the officers obtained the suspect’s information through the bookstore’s system, they went to the suspect’s residence hall and notified the RA to escort them to the subject’s room.</p>
<p>According to the police report, the room door was wide open with no one there. On the desk was what appeared to be the textbook in plain sight. When the suspect returned to the room, the officers notified her of evidence that reveals her taking a book from the bookstore. The suspect admitted she had taken the book, and advised that she had called the bookstore around 7 p.m. and spoke to a woman working, claiming she had taken the book by accident and was permitted to return the book back tomorrow. The suspect also admitted she was not in a sociology class, but was thinking of taking one next semester. The officer stated he arrived at the bookstore after this time and no call was mentioned.</p>
<p>According to the report, after speaking with the suspect she agreed to fill out a statement form at the police station. The stolen textbook was handed to an officer. At the station the suspect was constantly texting on her two phones. According to the police report, the officer informed the suspect that filling out the form could prevent her from being criminally charged. The suspected advised that she would still have a record regardless of what took place and continued to play with her phone. As the officer continued through the statement form, reading the suspect’s Miranda Warning to her, the suspect continued to play on her phone. The suspect said she understood her rights and did not want to speak to the officers. Before the officer could precede the suspect stated she wanted her lawyer present.</p>
<p>According to the report the officer then stepped out to inform the other officers of what happened, then came back to place the subject under arrest for larceny. The suspect would not cooperate when the officers tried to put her in handcuffs and refused to do so until a relative was present. The suspect sat in between two patrol cars to prevent the officers from getting to her. According to the police report, when the hobbles were taken out to restrain her feet, the subject laid across the patrol car’s back seat with her legs open to prevent restraint. The report states the subject advised, “This is why I’m glad I have a black president so I don’t have to put up with this.” Multiple officers were able to pick up and place the subject in the patrol car with the hobbles. The suspect was transported to the Rock Hill City Jail.</p>

<p>Open container</p>
<p>On the date noted above, an officer observed a red pickup truck sitting between both lanes at a green light. The officer followed the vehicle and then stopped it for failing to maintain a traveling lane.</p>
<p>According to the police report, the suspect advised with attitude that he was all over the road because he was attempting to find directions. The officer then detected the alcoholic odor coming from the vehicle. The police reports states that the suspect advised he was not drinking.</p>
<p>The suspect continued to be troublesome after exiting the vehicle. The officer then found an open 12 oz can of Bud Ice spilling on the front seat of the suspect’s car. The suspect was arrested for the open container and transported to the Rock Hill City Jail. The vehicle was towed. According to the police report, when the suspect arrived at the jail he was being continuously uncooperative with the staff and showing signs of violence. According to the report, the suspect’s criminal record shows a violent history.</p>
<p>The reporting officer was called back to the jail and he was able to get the suspect to calm down by talking rather than restraint, according to the report.</p>

<p>3122/13</p>
<p>On a routine patrol of Alumni Drive, an officer noticed a car that had a temporary N.C. license plate. The officer had previous knowledge that the license plate may not correspond with the vehicle and that the vehicle had already been issued a license plate, according to the police report. Due to this knowledge, the officer initiated a traffic stop.</p>
<p>According to the police report, the officer asked the subject if he had a driver’s license, and the subject replied that he did not. The officer asked the subject to step to the rear of the vehicle and questioned the subject about the license plate.</p>
<p>The report states that the subject was not the registered owner of the vehicle and was unsure of the temporary license plate. According to the report, the subject gave the officer permission to search the vehicle. According to the report, the officer found the license plate issued to the vehicle and after searching the N.C. DMV, the officer found that the vehicle’s insurance was cancelled and requested that the license plate be seized.</p>
<p>The report states that the subject was ticketed for driving without a license.</p>

<p>Driving under suspension, false information to police</p>
<p>3/23/13</p>
<p>According to the police report observed a vehicle speeding on Cherry Road. The officer performed a traffic stop, and the driver informed the officer that she did not have her driver’s license on her. The subject told the officer her name was Margarita Rivera and that she had a Wisconsin license.</p>
<p>According to the report, the officer was unable to locate a driver’s license for that name and asked the subject to search her purse for something with her name on it. The subject attempted to hide credit cards with her name on it from the officer. The report states that the officer saw the back of a driver’s license in the purse and retrieved it. The subject tried to grab the license back and pushed the officer’s arm away from the purse.</p>
<p>According to the report, the license belonged to the subject, and the officer had the subject get out of the vehicle. The subject tried to pull her hands away and resist arrest minimally. The officer was able to put handcuffs on the subject with no force. According to the report, the officer found that the license was suspended and placed the subject under arrest for driving under suspension and false information to the police.</p>
<p>On the way to the Rock Hill City Jail, the subjected urinated in the police car, according to the report.</p>

<p>Possession of beer under 21</p>
<p>3/23/13</p>
<p>According to the report, an officer was dispatched to W. Thomson to meet an RA in reference to two students underage drinking and being disorderly. The officer observed the subject say to the RA, “This is fucking bullshit.” The RA requested the subjects’ IDs, and they denied them to her. The officer requested their IDs, and retrieved them.</p>
<p>According to the police report, the officer observed they were both in possession of beer. The officer smelled an odor alcohol coming from both subjects. The officer then escorted the subjects to the dumpster to dispose of the beer. The subjects cooperated with the officer.</p>
<p>According to the report, the subjects were upset with the RA for calling police, so the officer advised the subjects to not say anything to the RA that would instigate further confrontation. One of the subjects said that he had his first amendment right.</p>
<p>According to the report, the subjects were cited and released for possession of beer under 21.</p>

<p>On the date noted above a Winthrop female student, age 21, reported that her wallet had been stolen out of a lounge in Owens Hall while she was in class. The victim states that she left her floral Vera Bradley wallet on a glass table by mistake before she walked into the classroom. Shortly after she realized the item was missing, she returned to the scene to discover it missing. It contained debit and insurance cards, the victim’s student identification card, and keys, all along with the wallet making a combined value of $175. According to the police report, the victim was able to point out a Caucasian female wearing a black and white jacket and a pink backpack retrieve the item, look at its contents, and walk away with the item in hand. The victim was given a victim notification information card to file her report. The case remains under investigation.</p>

<p><strong>Possession of Marijuana with Intent to Distribute</strong></p>
<p>On the noted date above, the reporting officer pulled over a black male, age 19, because he was not wearing a seatbelt.</p>
<p>While speaking with the victim the officer noted a strong odor of marijuana coming from the vehicle. According to the police report, the officer asked the subject to step out of the vehicle and then asked if the subject was carrying marijuana. The subject stated that he had some in his left jacket pocket. The officer was able to recover a pill bottle containing 7 grams of loose marijuana and multiple individually wrapped bags containing a gram of marijuana a piece, appearing to be packaged for sale. The subject was arrested for possession with intent to distribute and placed into the Rock Hill Law Center for booking. The subject was served an arrest warrant for violation of drug laws.</p>

<p><strong>Driving under Suspension (3rd offense and subsequent)</strong></p>
<p>On the noted date above, the reporting officer on South Cherry Road at the time, conducted a traffic stop on a black male, age 27, for not wearing his seatbelt.  According to the police reports, when the officer checked the subject’s information through the Department of  Motor Vehicles, he noted that the subject’s driving privileges had been suspended for failure to pay traffic tickets.  The officer placed the male subject under arrest for driving under suspension and had him transported to the Rock Hill City Jail.  The passenger riding with the suspect was permitted to take the vehicle.  A $2,100 bond has been set along with a court date later in April for the suspect.</p>

				<content:encoded><![CDATA[<p>A female student, 18, went to the campus police station Monday, along with Carrie Morphus, victim services coordinator, wishing to report a statement. According to a university police report, in the statement the student advised the following:</p>
<p>The student, victim, and the suspect had been in a “on again/off again” relationship since December 2012 which involved several incidents of violence. Within two weeks of beginning the relationship, the suspect had occasions to physically grab the victim due to anger over her relationship with her ex-boyfriend. At no point during any acts of violence did she choose to notify authorities, according to report.</p>
<p>During winter break, the couple broke up but reestablished their relationship in January after returning from the holidays.</p>
<p>According to the police report, on February 22 the suspect and victim attended a wine and cheese party at the Kappa Sigma house and left the party separately. This resulted in the couple getting into a “heated argument” at the Hardin Gardens. During the altercation, the victim alleged that the suspect picked her up twice and threw her to the ground, the report stated. She said the suspect also took her cell phone to prevent her from calling the police. Claiming that she received bruises from the incident, the victim never chose to call the police after the fact.</p>
<p>On March 1, the victim and suspect were in her room at Richardson Hall around 9 p.m. where the suspect became angry when she wanted to go “hang out” with her friends. The victim asked the suspect to leave but he refused. Therefore, the victim slapped the suspect in the face, the report stated. He then left the room but later returned.</p>
<p>When the suspect returned to the victim’s room, he grabbed her by her arms and pushed her across the room. The victim allegedly received bruises from this incident. The report stated that the reporting officer did not see these bruises. The victim chose not to contact any authorities during or after this incident.</p>
<p>On March 2, the victim said she went to the suspect’s room to talk but instead they became involved in an argument again. She said the suspect blocked his door and refused to let her leave. At this point, she kicked the suspect between his legs, the report said. A short while later, the suspect went to the victim&#8217;s room and attempted to gain entry, but was refused. Authorities were not contacted after this incident either.</p>
<p>The victim relayed all information of incidents involving she and the suspect to her resident assistant on March 3 who then completed an incident report for residence life. The following day, the victim met with Morphus to discuss this incident and was escorted to meet with the reporting officer, the report said.</p>
<p>The reporting officer contacted the RLC at Richardson Hall to advise him of the situation and discuss possible implications since both parties live in the same residence hall. The officer thoroughly explained to the victim her options on handling the situation. The victim stated that she did not want to pursue this matter criminally but would like to have it handed through the university judicial process, the report said. She was issued a victim notification form and the officer contacted Sean Blackburn, the associate dean of students, to advise him of the situation.</p>
<p>According to the report, Morphus went with the victim to meet with Blackburn.</p>
<p>After the victim left, the officer contacted the alleged suspect and met with him. He admitted to the arguments, however, he claimed that the victim was the aggressor due to drinking and he only grabbed her to prevent her from slapping, biting and scratching him, the report said. The officer did observe several lacerations on the side of the suspect’s neck, however, the suspect said he did not want to get the victim in trouble.</p>
<p>At this time, the case is ex-cleared.</p>

				<content:encoded><![CDATA[<p>While a Winthrop campus police officer was traveling south on Cherry Road Thursday night, he observed a vehicle traveling in front of him without any operational tail lights. According to a campus police report, the officer initiated a traffic stop at Cherry Road and Evergreen Road and made the final yield in Lee’s Kitchen parking lot.</p>
<p>The officer made contact with the driver and ran his license through SC DMV which then came back to be suspended indefinitely for failure to pay traffic tickets. The driver was then taken into custody for the charge of driving under suspension 2nd offense and transported him to Rock Hill City Jail. According to the report, the driver’s mother was contacted by telephone and came and picked up the vehicle.</p>
